If it does not trip when the voltage reaches the breaker's specified rating, then the breaker may need to be replaced.
Finally, you can test for air gap integrity. Vacuum circuit breakers rely on an air gap to prevent arcing, so it's important that the air gap is not compromised. To check this, use a high voltage detector to measure the voltage between the contacts. If the voltage is too high, then the air gap may need to be adjusted or replaced.
